It is decided to organize a Holi meet of VOSS92 members on 6th March(Friday) at 5 P.M in the premises of Jangyeswar Temple, Unit-II, in front of Hotel Royal Mid Town/ Raymond Showroom. Members will celebrate the colorful Holi and exchange their views on reformation of Executive Body involving active members / lady members for celebration of Silver Jubilee of 92 Vanivihar P.G pass out batch . Social activities of VOSS92 will also be discussed. National Science Day 2015

“Science for Nation Building” will be theme for the National Science Day to be celebrated tomorrow –the 28th February. This year’s theme has been chosen for the purpose of raising public appreciation on scientific issues for the development of nation.

The former Director of the Indian Institute of Science Dr. P. Balaram will deliver the National Science Day lecture on the subject of - Science for Nation Building.

National Science Day (NSD) is celebrated every year on 28th February to mark the discovery of the ‘Raman Effect’, for which a Nobel Prize winning research paper submitted by Sir C.V. Raman was accepted on that day.

National awards for the year 2014 for Science & Technology popularization will also be bestowed by the Minister of Science & Technology and Earth Sciences Dr. Harsh Vardhan at a function on Monday. Shri Y.S. Chowdary, Hon'ble Minister of State, for Science & Technology and Ministry of Earth Sciences, will preside over the function.

Awards, for outstanding contributions in popularising science and technology among the children, students and general public are presented every year.

National Council for Science & Technology Communication (NCSTC) instituted national awards in 1987 to stimulate, encourage and recognize outstanding efforts in the area of science popularization and communication and promoting scientific temper. The awardees selected for 2014 are: Dr. P. S. Shankar, Gulbarga, Dr. Ramesh Chandra Goswami, Tezpur, Dr. S. Narendran, Thanjavur and M.M Publications Limited, Kottayam being the National Awardees for Outstanding Efforts in Science & Technology Communication through Print Media including Books and Magazines. Bharatiya Vidya Bhavan's Muktangan Exploratory Science Centre, Pune, Dr. Shripal Rathi, Muzaffarnagar, Shri Abhijit Sarma Barua, Guwahati, Shri Parveen Singh, Jammu and Shri Prem Singh, Sangrur have won the National Award for Outstanding Efforts in Science & Technology Popularization among Children. Shri Anil Kumar Sharma, Ludhiana has won National Award for Outstanding Efforts in Science & Technology Communication through Innovative and Traditional methods.

Shri Sarasvatichandra Acharya, Ahmedabad and Dr. A. Subbiah Pandi, Chennai are the National Awardees for Outstanding Efforts in Science & Technology Communication in the Electronic Medium. All these awards consist of an award amount of Rs.1,00,000/- (Rupees one lakh), a memento and a citation.

NCSTC acts as a nodal agency to support, catalyze and coordinate celebration of the National Science Day in scientific institutions and research laboratories throughout the country and also supports various programmes by the State Science &Technology Councils & Departments for organizing lectures, quizzes, open houses, etc.

Six laning of Baleshwar-Chandikhole section of National Highway – 5 in Odisha

The Cabinet Committee on Economic Affairs, chaired by the Prime Minister Shri Narendra Modi, has given its approval for the six laning of the Baleshwar-Chandikhole section of National Highway – 5 in Odisha.

This work will be under the National Highways Development Project (NHDP) Phase-V. The approval is in Build-Operate-Transfer (BOT) (Toll) mode on Design, Build, Finance, Operate and Transfer (BOT/DBFOT) basis.

The cost is estimated to be Rs. 2296.82 crore including the cost of land acquisition, resettlement and rehabilitation and other pre-construction activities. The total length of the road will be approximately 137 kms.

The main objective of the project is to expedite the improvement of infrastructure in the state of Uttar Pradesh and also in reducing the time and cost of travel for traffic, particularly heavy traffic, plying between Baleshwar – Chandikhole. The project on National Highway -5 is a part of the Golden Quadrilateral between Chennai-Kolkata. This stretch will also help uplift the socio-economic condition of entire state of Odisha. It will also increase the employment potential to the local labourers for the project activities.

            Influenza – A (H1N1) (earlier know as swine flu) is a new influenza virus causing illness in people. First detected in Mexico in April, 2009, it has spread to many countries in the World.
            Swine flu is basically a misnomer. This was originally referred to as “swine flu” because laboratory testing showed that many of the genes in this new virus were very similar to those found in pigs in North America. Further on, it has been found that this new virus has gene segments from the swine, avian and human flu virus genes. The scientists calls this a ‘quadruple reassortant” virus and hence this new (novel) virus is christened “influenza-A (H1N1) virus.”

Swine Flu / Pig Flu
            Is an infection caused by any one of several types of swine influenza viruses that is endemic in pigs. As of 2009, the known strains include influenza C and the subtypes of influenza A known as H1N1H1N2, H2N1, H3N1H3N2, andH2N3.Swine influenza virus is common throughout pig populations worldwide. Transmission of the virus from pigs to humans is not common and does not always lead to human flu, often resulting only in the production of antibodies in the blood. If transmission does cause human flu, it is called zoonotic swine flu. People with regular exposure to pigs are at increased risk of swine flu infection.
History
            Swine influenza was first thought to be a disease related to human flu during the 1918 flu pandemic, when pigs became ill at the same time as humans. For the following 60 years, swine influenza strains were almost exclusively H1N1. Then, between 1997 and 2002, new strains of three different subtypes and five different genotypes emerged. The H1N1 form of swine flu is one of the descendants of the strain that caused the 1918 flu pandemic. After persisting in pigs, the descendants of the 1918 virus have also circulated in humans through the 20th century, contributing to the normal seasonal epidemics of influenza. However, direct transmission from pigs to humans is rare.

Transmission
            Influenza is quite common in pigs; the main route of transmission is through direct contact between infected and uninfected animals. These close contacts are particularly common during animal transport, Intensive farming. Transmission may also occur through wild animals, such as wild boar.
            People who work with poultry and swine, especially those with intense exposures, are at increased risk of zoonotic infection with influenza virus endemic in these animals, and constitute a population of human hosts in which zoonosis and reassortment can co-occur. Other professions at particular risk of infection are veterinarians and meat processing workers, although the risk of infection for both of these groups is lower than that of farm worker.
Signs and symptoms
            In pigs, influenza infection produces feverlethargysneezingcoughingdifficulty breathing and decreased appetite Although mortality is usually low (around 1–4%), the virus can produce weight loss and poor growth, causing economic loss to farmers.
            Direct transmission of a swine flu virus from pigs to humans is occasionally possible (zoonotic swine flu). In humans the symptoms of "swine flu" H1N1 virus are similar to those of influenza and of influenza-like illness in general. Symptoms include fevercoughsore throat, body aches, headache, chills and fatigue. Because these symptoms are not specific to swine flu, a differential diagnosis of probable swine flu requires not only symptoms, but also a high likelihood of swine flu due to the person's recent history. A diagnosis of confirmed swine flu requires laboratory testing of a respiratory sample (a simple nose and throat swab).
            The most common cause of death is respiratory failure. Other causes of death are pneumonia (leading to sepsis), high fever (leading to neurological problems), dehydration (from excessive vomiting and diarrhea), electrolyte imbalance and kidney failure. Fatalities are more likely in young children and the elderly.

Diagnosis
            The CDC recommends real time PCR as the method of choice for diagnosing H1N1. The oral or nasal fluid collection and RNA virus preserving filter paper card is commercially available. This method allows a specific diagnosis of novel influenza (H1N1) as opposed to seasonal influenza

Spread of infection
            Prevention of swine influenza has three components: prevention in swine, prevention of transmission to humans, and prevention of its spread among humans.
            Methods of preventing the spread of influenza among swine include facility management, herd management, and vaccination. Facility management includes using disinfectants and ambient temperature to control viruses in the environment. They are unlikely to survive outside living cells for more than two weeks, except in cold (but above freezing) conditions, and are readily inactivated by disinfectants. The virus survives in healthy carrier pigs for up to three months, and can be recovered from them between outbreaks.

In humans
  • Prevention of pig-to-human transmission
            The transmission from swine to humans is believed to occur mainly in swine farms, where farmers are in close contact with live pigs. Although strains of swine influenza are usually not able to infect humans, this may occasionally happen, so farmers and veterinarians are encouraged to use face masks when dealing with infected animals. The use of vaccines on swine to prevent their infection is a major method of limiting swine-to-human transmission.
  • Prevention of human-to-human transmission
            Influenza spreads between humans when infected people cough or sneeze, then other people breathe in the virus or touch something with the virus on it and then touch their own face, eyes, nose or mouth. Swine flu cannot be spread by pork products,since the virus is not transmitted through food. The swine flu in humans is most contagious during the first five days of the illness, although some people, most commonly children, can remain contagious for up to ten days.
  • Prevention
            How to keep away from getting the flu? First and most important is follow simple steps as cough etiquettes (covering mouth & nose with handkerchief or tissue paper while coughing), stay at least an arm’s length from persons coughing or sneezing, avoid gathering and wash your hands frequently. Try to stay in good general health. Get plenty of sleep, be physically active, manage your stress, drink plenty of fluids and eat nutritious food. Cover your nose and mouth with a tissue when you cough or sneeze; throw the tissue in the trash after you use it. Wash hands often with soap and water, especially after cough or sneeze; avoid touching eyes, nose or mouth and try to avoid close contact with people having respiratory illness.
If one gets sick with influenza, one must stay at home, away from work or school and limit contact with others to keep from infecting them.

Treatment
            If one is having any respiratory distress, one should report to a nearby hospital. If a person becomes sick with swine flu, antiviral drugs can make the illness milder and make the patient feel better faster. They may also prevent serious flu complications. For treatment, antiviral drugs work best if started soon after getting sick (within two days of symptoms). Beside antiviral, supportive care at home or in a hospital focuses on controlling fevers, relieving pain and maintaining fluid balance, as well as identifying and treating any secondary infections or other medical problems. Use of oseltamivir (Tamiflu) or zanamivir (Relenza) for the treatment and/or prevention of infection with swine influenza viruses is recommended. However, the majority of people infected with the virus make a full recovery without requiring medical attention or antiviral drugs.

Present Outbreak in India

            It is noted that that during the period 1 Jan 2015-10 February 2015, the total number of H1N1 cases is 5157 and number of deaths is 407. Largely the cases are from Delhi, Gujarat, Rajasthan, Karnataka, Madhya Pradesh, Maharashtra, Tamil Nadu and Telangana whereas largely the deaths due to H1N1 are in Maharashtra, Madhya Pradesh, Gujarat, Rajasthan and Telangana. Now even cases have been reported from West Bengal. The status of H1N1 influenza being monitored daily by the union M/O Health & Family Welfare. 
            Various health institutions treating H1N1 cases are being advised for vaccination against H1N1 influenza for the concerned health workers in the hospitals in contact with H1N1 patients. This will be in addition to the proper personal protective measures being followed at the hospitals. Guidelines are being drafted for vaccination of healthcare workers and these will be shared with the states for dissemination to all health institutions.
            The Government of India has already placed an order for enhancing stock of diagnostic kits to be supplied to the lab network under Integrated Disease Surveillance Programme (IDSP) being used for testing H1N1 influenza. To enhance the level of preparedness, additional 60,000 Oseltamivir medicines and 10,000 N-95 masks are being procured. In addition, NCDC has floated a tender for additional 10,000 diagnostic kits. In case of need, labs under ICMR have been identified across the country to provide additional testing facilities. In order to prevent panic and inconvenience to people, and to encourage only those cases requiring H1N1 testing are actually taken up for testing, it was decided that the communication strategy should create awareness among the general public regarding this aspect. 

Homeopathy for Swine Flu
           
            At the instance of the Department of AYUSH, the Central Council for Research in Homoeopathy (CCRH) had convened a meeting of a Group of Experts in Homoeopathy, who has recommended that the homoeopathic medicine Arsenicum album could be taken as prophylactic medicine against flu like illnesses. It has recommended Arsenicum album 30, one dose (4pills of size 30 by adults and 2 pills by children) daily, on empty stomach, for 3 days. The dose should be repeated after one month by following the same schedule in case flu like conditions prevails in the area.

India Made Vaccine

      The testing of the Pandemic influenza H1N1 vaccines was undertaken by the Central Drug Laboratory, Kasuali (National Control Laboratory) and declared to be of Standard quality.  The H1N1 vaccine (Brand Name: VaxiFlu S) is manufactured by M/s Zydus Cadila Health Care Limited; live attenuated H1N1 vaccine (Brand Name: Nasovac) manufactured by M/s Serum Institute of India Limited, Pune; inactivated H1N1 vaccine is also manufactured by M/s Serum Institute of India. However, Vaccination is not a recommended intervention for Swine flu infected patients.

CU VCs must guide scholars and students achieve highest standards of academic brilliance, says President

A two-day Conference of Vice Chancellors (VCs) of Central Universities (CUs) concluded on February 5, 2015 at Rashtrapati Bhavan. 

The VCs adopted a detailed set of recommendations on the five agenda items of the conference, namely (1) steps to create an eco-system for research and innovation; (2) capacity development of faculty, alumni participation and use of technology; (3) deepening engagement of Central Universities with community; (4) creating international and national networks for quality education and (5) adoption of Choice Based Credit System. The recommendation included: 

1. Choice Based Credit System must be implemented from the academic year 2015-16 in all CUs. 

2. Each CU will set up a Community Development Cell which will identify at least 5 villages in its vicinity for adoption as model villages by the university. 

3. A blended Massive Open Online Courses (MOOCs) strategy must be adopted. 

4. CUs must recommend amendment of statutes, to enable induction of alumni in governing bodies, to the Ministry of HRD within next 60 days. 

5. Selection of teaching staff must be completed within six months of appointment of Visitor’s nominees. Ministry of HRD must take immediate action to fill up vacancies of Vice Chancellors. 

6. All activities towards NAAC accreditation must be completed within 6 months. 

7. Database of alumni must be established by CUs within the next 3 months. 

8. Each CU must nominate a nodal officer to feed the university’s needs and activities and share good practices and experiences on to the CU VC’s Discussion Page on the University of Hyderabad website. 

9. Nodal officers for international rankings must be appointed within next 30 days in each CU. 

10. Proposals to UGC for creation of centres of excellence must be sent within next 60 days. 

11. CUs who are yet to establish Innovation clubs must do so within 60 days. 

12. CUs who are yet to set up Inspired Teachers’ Network, must do so within next 30 days. 

13. Industry-interface cells in CUs must be completed within next 3 months. 

Addressing the concluding session, the President told Vice Chancellors that they must act as “gurus” and guide scholars and students to achieve the highest standards of academic brilliance. They should feel empowered and use the administrative and moral authority vested in them to make these universities “islands” radiating excellence in their spheres of influence. 

The President invited one Inspired Teacher from each Central University to experience and be part of the Rashtrapati Bhavan community for a week under a new programme on the model of the Artists In-Residence and Innovation Scholars In-Residence programme. He also requested Central Universities to send representatives to participate in the one week long “Festival of Innovation” (FOIN) proposed to be held in Rashtrapati Bhavan in March, 2015. 

The President called on MHRD, UGC and the VCs to implement the recommendations of the conference in a time bound manner and said the Minister of HRD will take a meeting in June, 2015 to review achievement of deliverables. 

The concluding session was attended by Union Minister of Human Resource Development, Smt. Smriti Zubin Irani.

India Post eyes 1 crore accounts by March end under Sukanya Samridhi Account scheme for Girl child.

The postal department has set a target of opening one crore accounts by March-end under the small deposit scheme for the girl child launched by Hon'ble Prime Minister Narendra Modi last week, Communication   Minister  Ravi Shankar  Prasad  has said. 

         "The postal department, which has the most deeply penetrated network in the country, is now a part of the Beti Bachao Beti Padhao campaign, launched by the PM last week at Panipat," Prasad told  reporters. Among the states, the department has set the highest target of 18 lakh girl child accounts for Uttar Pradesh, followed by Bihar at 12 lakh. The account, called Sukanya Samridhi, would fetch an interest rate of 9.1% annually and provide income tax rebate. It can be opened at any time from the birth of a girl child till she attains the age of 10.Deposits can range from a minimum of Rs 1,000 to a maximum of Rs 1.5 lakh during a financial year.

The government, while releasing the scheme, had said its primary purpose was to ensure equitable share of resources towards a girl child in order to offset the discrimination a large number of girl children face. The account can be opened in any post office or an authorised branch of a commercial bank. The account will be operative for 21 years from the date of opening or the marriage of the girl child after attaining 18 years of age. To meet the requirement of higher education expenses, partial withdrawal of 50% of the balance would be allowed after the girl child turns 18.

India committed to issues on Climate Change - Shri Prakash Javadekar


                The Minister for Environment, Forests and Climate Change, Shri Prakash Javadekar has said that Government’s initiatives, efforts, and action plans to pursue the clean and renewable energy path had put India in a leadership position in dealing with climate change issues. India’s Solar Energy programme which aims to generate 1 lakh MW Electricity by 2020, and other initiatives on wind energy deployment, water conservation, and protecting coastlines and Himalayan Ecosystem, reflected Government’s commitment towards environment protection and sustainable development. The Minister stated this while delivering the Keynote Address at the Conference on ‘Negotiating the Climate Cliff: India’s Climate Policy and Intended Nationally Determined Contributions (INDCs)’ organized by Council on Energy, Environment & Water (CEEW), a think-tank on environment issues, here today. 

           Regarding the ‘Intended Nationally Determined Contributions’ that India has to submit before the Paris Climate Conference 2015, Shri Javadekar said that various modalities and frameworks for developing India’s INDCs were being worked out. The Government would take into account the issues of accessibility of key technologies and financial mechanisms that support Climate Change initiatives, the Minister added. The Minister also reiterated the need to balance the efforts towards environment protection and sustainable development. 

            The Conference aims at initiating discussions on India’s Climate strategy prior to and post Paris 2015. A range of issues around nuclear energy, energy efficiency, low-carbon transportation choices, Hydroflurocarbons (HFCs), and Carbon Capture and Storage all of which have critical relevance in India’s Climate policy were being deliberated upon. The Conference also intends to discuss strategies and frameworks that would support India’s position in the Climate Change discourse in Paris 2015.

The 17th Bharat Rang Mahotsav organized by NSD begins


The 17th Bharat Rang Mahotsav, the international Theatre Festival began in New Delhi today. The Festival opened at a ceremony in the presence of the Minister of State for Culture (Independent Charge), Tourism (Independent Charge) and Civil Aviation, Dr Mahesh Sharma, veteran actor and theatre personality Shri Om Puri, doyen of theatre and Chairperson of NSD, Shri Ratam Thiyam and Director of NSD, Prof Waman Kendre. 

The Festival is organized by the National School of Drama(NSD). 

Introducing the Bharat Rang Mahotsav, the Director of NSD, Shri Waman Kendre said that it has now achieved the status of ‘Natya Kumbh’ to become the largest such festival in the whole of Asia. The Mahotsav has come off age since it celebrated its 16th Edition last year and this year there are 200 entries, he added. Shri Kendre disclosed that NSD is among the top 15 schools of the world that teach theatre but their aim is to take it to the top of the list. 

Speaking on the occasion, the Minister of State for Culture (Independent Charge), Tourism (Independent Charge) and Civil Aviation, Dr Mahesh Sharma highlighted the importance of theatre to preserve the rich cultural heritage of the country. He said that the Culture Ministry will give full support to conservation, promotion and propagation of art and theatre in the country. 

Veteran actor Shri Om Puri expressed nostalgia at having stepped onto the same stage where he performed after a gap 40 years . It is owing to NSD that cinema in Mumbai has good talent to fall back upon, he said. Theatre in India is lacking in stage-craft which must be developed quickly although there is good potential in the field of acting and direction, the actor added. 

Shri Ratam Thiyam disclosed that the ‘Theatre Olympics’ was held in Beijing last year and NSD is trying to bring it to India now. He said that it is important to go into the economics of theatre to attract the best talent and strong government support is a must for rapid and desirable growth of theatre in India. 

Both national and international performances/productions including those from Poland, Israel, USA, France, Bangladesh will figure in the Festival to be held from 1st-18th February, 2015.
